REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF WAREHOUSE AND LOGISTICS SUPPORT SERVICES. REFERENCE NO. REQ-00000839

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
Title: Provision of Warehouse Operations Support, Logistics, and Customs Clearance
Support Services.
1. Background
EACOP requires a qualified service provider to deliver integrated warehouse operations, logistics services, and
customs clearance facilitation during the operational phase of the pipeline. Services will support EACOP-owned
facilities across multiple sites in Tanzania, including PS1, PS4, PS5, and the Main Storage Terminal (MST) in
Chongoleani – Tanga.
2. Scope of Services
A. Warehouse Operations Support
Provide skilled personnel to manage and support daily warehouse activities within EACOP-owned facilities.
Key responsibilities include:
· Goods reception (GRN issuance), offloading, and staging.
· Inventory control, binning, labeling, and preservation.
· Issuance of materials based on approved requests/work orders.
· Cycle counting, stocktaking, and reporting.
· Warehouse housekeeping and compliance with safety and environmental regulations.
· Provide necessary warehouse handling tools, equipment, and PPE.
B. Logistics Support Services
· Provide transportation and coordination of cargo from ports/ICDs to EACOP warehouse sites.
· Support inter-site material transfers (e.g., MT&T to PSs or field sites).
· Plan and execute delivery schedules in compliance with EACOP HSE requirements.
· Monitor and track all shipments and deliveries (real-time updates and reporting).
· Manage blocked/held cargo with relevant internal stakeholders and regulators.
C. Customs Clearance Support
· Facilitate clearance of inbound shipments through: Dar es Salaam Port, Tanga Port, ICDs, Julius Nyerere
International Airport (JNIA), and Mutukula Border.
· Liaise with TRA and other border/customs authorities.
· Provide up-to-date advisory on customs regulations and exemptions.
· Prepare and process all required customs documentation including single administrative documents (SAD),
exemption letters, permits, and HS code classifications.
3. General Requirements
· Service providers must have relevant licenses and certifications in customs clearance, freight forwarding,
and logistics.
· Demonstrated experience with oil & gas or infrastructure projects in East Africa.
· Strong HSE compliance record and staff trained on pipeline/industrial site safety.
· Proven ability to deploy operations management systems (ERP/WMS) and provide KPIbased
performance reports.
4. Duration and Locations
· Contract Duration: Initially 3 years, with possible extension.
· Locations: Tanga, ICDs, JNIA, Mutukula, and all EACOP warehouse locations in Tanzania.
